Open Access is Essential
Open Access means everyone can ride, with no fare and no barriers. We hope you’ll join us for an evening of community, creativity, and support for accessible transportation.
Since GRTC became an Open Access transit system, annual ridership has grown from 8.8 million trips to more than 12 million. The growth reflects what happens when transportation becomes more accessible. Open Access helps connect people to work, healthcare, education, shopping, and everyday opportunities across the Richmond region.

Together We Can Maintain Open Access
GRTC needs $6.8 million each year to sustain access to transportation without charging fares. The program is supported by advertising revenue, grants, and fundraising through the Transit Access Partnership (TAP).
In fiscal year 2026, TAP launched an initial fundraising goal of $50,000.
All TAP donations directly support open access to public transportation.

At GRTC, we believe that Open Access service is essential to the greater Richmond region’s growth and prosperity. It ensures that our community can get to work, school, medical appointments and other necessities.

Transit Access Partnership
A regional initiative led by GRTC to ensure long-term support for Open Access Transit in Central Virginia, TAP brings together public, private, and nonprofit partners around a shared mission: to expand access to opportunity by keeping transit open, simple, and accessible for everyone.
Advertising Program
One hundred percent of the proceeds from advertising goes to Open Access Transit. GRTC’s advertising program has a far-reaching impact to broad audiences. The mobility of transit vehicles allows for extensive geographical coverage and exposure to individuals on and off transit vehicles. Transit bus stops span the region and have exposure to riders and non-riders.
Community Partners
Our community partners help support the Transit Access Partnership, allowing GRTC to offer Open Access Transit that benefits the community and contributes to growing the economy. GRTC deeply appreciates their commitment to our mission and our riders. With their support, GRTC can continue to improve rider mobility and equality for the Richmond Region.
