HUMAN RESOURCES MANAGEMENT
GRTC Transit System's Human Resources Department administers comprehensive programs aiming to attract and retain a motivated and productive workforce. Human Resources provides a myriad of various services in an effort to provide a positive work environment. They partner with staff and employees in order to meet the growth and changing needs of the organization while providing employment opportunities that offer career growth and value diversity. HR also develops human resources policies to meet the needs of the organization while ensuring legal compliance. Drug-Free Workplace Policy
GRTC employees are our most valuable resource and it is our objective to provide a healthy, satisfying work environment which provides personal opportunities for growth while meeting the following goals. To that end, GRTC has adopted the following Drug-Free Workplace Policy statement. Employees are required to abide by the terms of this policy as a condition of their employment (which remains at-will).
- Assure that employees are not impaired in their ability to perform assigned duties in a safe, productive and healthy manner.
- Prohibit employees from being under the influence of alcohol, illegal drugs, or other unlawful intoxicants while on company property, while operating company vehicles, when on duty or during the employee’s work hours, or when performing company business.
- Prohibit the unlawful manufacture, distribution, dispensing, possession, or use of controlled substances.
- Require employees to notify GRTC within five calendar days if convicted of a criminal drug and/or alcohol violation.
- Encourage employees to seek professional assistance any time personal problems including alcohol or drug dependency adversely affect their ability to perform their job.
Benefits
As part of GRTC’s total compensation package, we offer a rich array of benefits to full-time employees. The schedule below provides an overview of benefits for full-time administrative positions and full-time hourly (Union) employees.

Full-Time Administrative Employees
Medical
Health insurance benefits for employees and eligible dependents are provided voluntarily. GRTC pays for 85% of the monthly insurance premium while the employee premium (15%) is paid on a pre-tax basis. Employees can choose to participate in the HMO or the POS plans.
Dental
Participation in the dental plan is voluntary. Employees pay the full cost of the premium through payroll deduction on a pre-tax basis.
Vision
Participation in the supplemental vision plan is voluntary. Employees pay the full cost of the premium through payroll deduction on a pre-tax basis.
Flexible Spending Account
The FSA may play a significant role in helping employees to increase their take-home pay and reduce out-of-pocket expenses for health care and dependent care. Through payroll deduction, employees can deposit a portion of their pay into a tax-free account over the plan year (March 1 - February 28). During the 12 month period, employees can be reimbursed through their FSA for eligible medical expenses and dependent care expenses, saving federal and state taxes. Employees can contribute up to $5,000 in their medical FSA and $5,000 in their dependant care FSA.
Life Insurance
Employees are provided with group life insurance in the amount of 1.5 times the employee’s annual income, up to a maximum amount, determined annually.
GRTC offers employees the option to increase their group life insurance benefits. Employees may purchase coverage up to 1/2 times their salary up to a maximum amount, determined annually. Evidence of insurability is required for enrollment outside of the 60-day new employee eligibility period. The premium is handled thru payroll deduction on a pre-tax basis.
Short and Long Term Disability
Employees are automatically enrolled, after the new employee eligibility period, at no cost to the employee. Employees are paid at 100% of their salary, based on years of service.
GRTC pays 100% of the premium to provide employees with long-term disability insurance. The plan provides employees with a benefit up to 60% of their basic monthly pay, up to a maximum benefit (determined annually.)
Tuition Assistance
The Continuing Education Program is designed to promote professional growth through enhancing employee educational credentials. Employees are eligible for a maximum of $2,250 annually in tuition assistance.
Employee Assistance Program
GRTC provides an Employee Assistance Program which is designed to provide a confidential service for employees whose personal problems are affecting their abilities to function at top efficiency in their work. This service is available to all full-time employees and their immediate families. Arrangements will be made for employees to be seen by a professional who is specially trained in a specific problem area.
Parking
GRTC provides a monthly parking allowance for full-time and part-time employees located in satellite locations, such as Ridefinders and the Call Center.

After completion of the 90 day probationary period employees are eligible for annual vacation leave. The vacation accrual schedule is provided on the leave chart below.

Sick Leave
Employees receive up to 1 day for every calendar month of full-time employment (12 days per year). There is no maximum accrual.

Telecommuting
GRTC Transit System considers teleworking to be a viable alternative work arrangement in cases where individual, job and company needs are suited to such an arrangement. Teleworking allows an employee to work at home, on the road, or in a satellite location for all or part of their regular workweek. Teleworking is a voluntary work alternative that may be appropriate for some employees and some jobs based on business needs.

Deferred Compensation Plan
Employees of GRTC have the opportunity to save for retirement through the Metlife 457 (b) & 401(a) plans. If you elect to participate in the benefit, GRTC becomes a partner in helping you to save for your future.
Helping plan for your future is important to GRTC, and to encourage participation in our 457(b) plan, we match 100%, up to 6%, of the employee’s salary. In addition, GRTC makes a 3% non-contributing match into each employee’s 401(a) plan.
Employees can access their account online to make personal transactions, balance inquiries and to gain information on investment options.

Maintenance employees are provided with an opportunity to earn additional paid days off for meeting specific work goals.

Retirement Plans
Defined Benefit Plan
Employees are automatically enrolled in the Old Dominion Transit Employee Pension Plan. Employees are required to make a 6% contribution, on a pre-tax basis, and are vested after five (5) years of employment.
Deferred Compensation Plan
Employees of GRTC have the opportunity to save for retirement through a 457 deferred compensation plan. Plan contributions are made on a pre-tax basis and employees have the option of selecting various investment funds.
